GENERAL PRINCIPLES
- Lateral transfer may be made to equivalent-level degree programmes within the same faculty, school, conservatoire or vocational school, or within another faculty, school, conservatoire or vocational school of the same university, within the quotas determined by the relevant board.
- The terms in which and the degree programmes for which an intra-institutional lateral transfer quota will be determined are decided by the relevant boards, starting from the second semester and up to and including the fifth semester of each degree programme, and for each year in which a quota is announced, in such a way as not to exceed fifteen percent of the student quota stipulated in the ÖSYM Guide. Students studying on a scholarship quota in a programme of a foundation university are deemed to have waived their scholarships when they make a lateral transfer. In determining the intra-institutional transfer quota of higher education institutions that apply transfer to a degree programme after a common programme, the quotas determined by the senate for these degree programmes are taken as the basis.
- Transfers of candidates placed in a common programme with one score type to degree programmes within the same higher education institution that admit students with a different score type are made in accordance with the intra-institutional lateral transfer provisions of this Regulation.
- In order for a student to apply for lateral transfer between degree programmes at the same level within the University that admit students with different central placement score types, the central placement score the student obtained in the score type valid for the degree programme they wish to transfer to, in the year they took the central exam, must not be lower than the lowest base score of the equivalent degree programmes of other universities in Türkiye.
- (Amended sentence: RG-11/1/2023-32070) The applications of all students wishing to make an inter-institutional or intra-institutional lateral transfer are evaluated according to the criteria determined by the senate, taking into account the grade point average and at least 40% of the ÖSYS/YKS score, in the programme’s score type, of the year they enrolled in higher education, and transfers are made according to the allocated quota.
- The candidates’ evaluation scores are calculated with the following formula;
- In lateral transfer evaluations, among candidates with equal scores, priority is given to those with a higher Grade Point Average (GPA).
- For intra-institutional lateral transfer at our University, the grade point average (2.50 out of 4) for the semesters the student has completed in the degree programme in which they are enrolled is determined by the senate.
- Principal and reserve candidates are determined by the senate in line with the announced quota. If principal candidates do not come to register within the registration dates set in the calendar, registration applications are taken from the reserve candidates in their place.
EVALUATION OF APPLICATIONS
- Applications will be evaluated by the board of the relevant units.
- Accepted applications will be announced at www.hku.edu.tr.
- The CANDIDATES whose applications are accepted will be listed in 2 separate lists as principal and reserve candidates.

- That students who enrolled according to a Special Talent Exam result may also apply if they meet the conditions of the second item, but that applications cannot be made to programmes that admit students through a special talent exam,
- That students may transfer to associate or undergraduate programmes provided that their central placement scores of the year of enrolment meet the central placement score of the higher education programme they wish to transfer to,
- That students may make a lateral transfer only once under Additional Article 1, but that students who make a lateral transfer under the said article may return, on later application dates, to the higher education institution they gained the right to enrol in through the ÖSYS central placement result,
- That students who enrolled in any higher education programme as a result of the ÖSYS of the relevant year may also apply for the spring semester,
- That, if the number of students applying under the said article does not exceed the quota published for the spring semester, the candidates will be registered, and if the number of applicants exceeds the quota, as many candidates as the quota will be registered, starting from the candidate with the highest ÖSYM score,
- That with a DGS score, applications can only be made to higher education undergraduate programmes that graduates of the associate degree fields defined in the DGS Guides may continue, that candidates must hold the DGS score of the programme for the relevant year, and that students cannot apply to a programme if no students were admitted to it through DGS in the relevant year,

- That, in the evaluation of applications, only the ÖSYM central placement scores of the year in which the student was placed in the programme they are enrolled in are taken into account, and no requirement such as achievement is sought,
LATERAL TRANSFER TO OUR UNIVERSITY FROM HIGHER EDUCATION INSTITUTIONS ABROAD
- A quota may be determined by university senates for lateral transfers from higher education institutions abroad. If a quota is determined, the quotas for higher education institutions abroad, set so as not to exceed half of the inter-institutional lateral transfer quota for each programme, and the application conditions determined by the university senate, are notified to the Council of Higher Education together with the inter-institutional lateral transfer quotas, by the end of working hours on the thirtieth day of June at the latest. The quotas for international students of all higher education institutions, together with the application conditions and evaluation calendar, are announced on the website of the Council of Higher Education.
- For transfers from higher education institutions in foreign countries to higher education institutions in Türkiye, the inter-institutional lateral transfer success conditions specified in the second paragraph of Article 11 of this Regulation (Amended phrase: RG-10/6/2020-31151) are required of the student.
- In lateral transfers from higher education institutions abroad, students who hold the base score for admission to the relevant year of the degree programme at the higher education institution to which they wish to transfer may apply for lateral transfer without any success requirement being sought in all courses they took during their higher education abroad. The lateral transfer applications of students applying in this way are evaluated outside the scope of the lateral transfer quota for students from abroad, within the framework of the principles determined by the university senate.
- In applications from universities abroad, it is required that the higher education institution abroad where the student studied, and the programme in which the education was provided, be recognised by the Council of Higher Education as an institution authorised to award associate or undergraduate degrees, and that the equivalence of the degree programme in which the student is enrolled to the associate or undergraduate degree programme applied to for lateral transfer be accepted by the relevant university.
- The minimum scores in the Student Selection and Placement Examinations conducted by the Student Selection and Placement Centre, to be used in evaluating the applications of students who began higher education abroad for transfer to higher education programmes in Türkiye, together with the exams and scores accepted as equivalent to them, are announced by the Council of Higher Education together with the lateral transfer quotas for students from abroad determined by the universities. In order to apply for lateral transfer, candidates must hold scores at or above the announced scores.
- (Added: RG-18/3/2016-29657) In lateral transfers from higher education institutions abroad, the number of students who can transfer from the same higher education institution abroad to each year of a programme cannot exceed 15 percent of the quota for students from abroad for the relevant year of that programme. In calculating 15 percent, numbers below 1 are rounded up to 1. If the part after the decimal point is less than 5, it is rounded down to the lower whole number; if it is 5 or above, it is rounded up to the next whole number.
- (Added: RG-21/12/2019-30985) The Council of Higher Education may determine additional conditions, apart from the provisions of this Regulation, concerning lateral transfer from higher education institutions established abroad, including the Turkish Republic of Northern Cyprus, to programmes of higher education institutions in Türkiye for which a success ranking requirement is sought. - (Added: RG-9/4/2021-31449) If the student is enrolled at a university outside the first four hundred band;
1) Those who completed their secondary education in Türkiye must in any case have taken the central placement exam and met the success ranking requirement in the relevant score type of the programme for which a success ranking requirement is sought, as of the year of enrolment,
2) Those who completed at least the last two years of their secondary education abroad must have successfully passed at least four semesters, excluding the preparatory class, of the degree programme in which they are enrolled,
