General Principles and Implementation Rules
- Lateral transfer cannot be made to the first and last semesters of associate degree diploma programmes, or to the first two and last two semesters of undergraduate diploma programmes.
- For transfer from open and distance education to formal education programmes, the student’s cumulative grade point average in the current programme must be 80 or above out of 100, or the central placement score in the year of enrolment must be equal to or higher than that year’s base score of the diploma programme at the university to which the student wishes to transfer.
- Higher education institutions located outside the borders of the Republic of Türkiye will be considered higher education institutions abroad.
Inter-Institutional Lateral Transfer
- Lateral transfers to our University are made from equivalent diploma programmes at the same level at other higher education institutions.
- (Amended sentence: Official Gazette 11/1/2023-32070) The applications of all students wishing to make inter-institutional and intra-institutional lateral transfers are evaluated according to the criteria set by the senate, taking into account the grade point average and at least 40% of the ÖSYS/YKS score in the programme’s score type in the year of enrolment in higher education, and transfers are granted according to the allocated quota.
- Candidates’ evaluation scores are calculated with the following formula: Evaluation Score = [(Candidate’s ÖSYS/YKS Score) × 0.40] + [(Candidate’s Grade Point Average) × 0.60]
- In lateral transfer evaluations, among candidates with equal scores, priority is given to those with a higher Grade Point Average (GPA).
- The student’s grade point average for the semesters completed in the programme in which they are enrolled must be at least 60 out of 100 or at least 2.29 out of 4.
- Candidates who cannot meet the success requirement in the fifth paragraph but whose central placement score is equal to or higher than the base score of the diploma programme to which they wish to transfer may apply for lateral transfer.
- In converting grades obtained under the four-point or hundred-point system into one another, the conversion tables determined by the Higher Education Executive Council are used.
- The results of the inter-institutional lateral transfer evaluation, listing the names of all candidates with valid applications ranked according to the scores used in the evaluation, are announced on our University’s website.
- Primary and reserve candidates are determined in line with the announced quota. Reserve candidates are accepted for registration in place of primary candidates who do not come to register within the registration dates set in the calendar.
Lateral Transfer to Our University from Higher Education Institutions Abroad
- University senates may set a quota for lateral transfers from higher education institutions abroad. If a quota is set, the quotas for higher education institutions abroad, determined for each programme so as not to exceed half of the inter-institutional lateral transfer quota, together with the application requirements determined by the university senate and the inter-institutional lateral transfer quotas, are notified to the Council of Higher Education by the end of working hours on the thirtieth day of June at the latest. The quotas for international students of all higher education institutions, together with the application requirements and the evaluation calendar, are announced on the website of the Council of Higher Education.
- For transfer from higher education institutions in foreign countries to higher education institutions in Türkiye, the student must meet the success requirements for inter-institutional lateral transfer specified in the second paragraph of Article 11 of this Regulation (Amended phrase: Official Gazette 10/6/2020-31151).
- In lateral transfer from higher education institutions abroad, students who hold the base score for admission to the relevant year of the diploma programme at the higher education institution to which they wish to transfer may apply for lateral transfer without being required to meet a success requirement in any of the courses they took abroad. The lateral transfer applications of students applying in this way are evaluated outside the scope of the lateral transfer quota for institutions abroad, within the framework of the principles determined by the university senate.
- For applications from universities abroad, the requirement is that the higher education institution where the student studied abroad and the programme of study be recognised by the Council of Higher Education as an institution authorised to award associate degree or undergraduate diplomas, and that the relevant university accept the equivalence of the diploma programme in which the student is enrolled to the associate degree or undergraduate diploma programme to which they are applying for lateral transfer.
- The minimum scores in the Student Selection and Placement Examinations conducted by the Student Selection and Placement Centre, the examinations accepted as equivalent to them and their scores, to be used in evaluating the transfer applications of students who started higher education abroad to higher education programmes in Türkiye, are announced by the Council of Higher Education together with the lateral transfer quotas for institutions abroad determined by the universities. To be able to apply for lateral transfer, candidates must have scores at or above the announced minimum scores.
- (Added: Official Gazette 18/3/2016-29657) In lateral transfer from higher education institutions abroad, the number of students who can transfer from the same higher education institution abroad to each year of a programme cannot exceed 15 percent of the quota for institutions abroad for the relevant year of that programme. In calculating 15 percent, numbers below 1 are rounded up to 1. If the part after the decimal point is less than 5, the number is rounded down to the whole number; if it is 5 or above, it is rounded up to the next whole number.
- (Added: Official Gazette 21/12/2019-30985) With regard to lateral transfer from higher education institutions established abroad, including the Turkish Republic of Northern Cyprus, to programmes of higher education institutions in Türkiye for which a success ranking requirement applies, the Council of Higher Education may determine additional requirements beyond the provisions of this Regulation. (Added phrase: Official Gazette 9/4/2021-31449) In order to make a lateral transfer from a higher education institution abroad to a programme in our country for which a success ranking requirement applies:
- (Added: Official Gazette 9/4/2021-31449) (Amended: Official Gazette 16/7/2023-32250) In the year the student started higher education, the university in which they are enrolled must be in the first four-hundred band in at least three of the ranking organisations taken as the basis by the Council of Higher Education, and the student must meet the semester/year and success requirements of this Regulation,
- (Added: Official Gazette 9/4/2021-31449) If the student is enrolled at a university outside the first four-hundred band:
- Those who completed secondary education in Türkiye must in any case have taken the central placement examination and met the success ranking requirement in the relevant score type of the programme for which a success ranking requirement applies, as of the year of enrolment,
- Those who completed at least the last two years of secondary education abroad must have successfully completed at least four semesters of the diploma programme in which they are enrolled, excluding the preparatory class.

Lateral Transfer between Programmes within the Institution
Students will be admitted to our University for the 2026-2027 Academic Year Fall Semester by lateral transfer to Associate Degree and Undergraduate Programmes in accordance with the provisions of the “Regulation on the Principles of Transfer between Associate Degree and Undergraduate Programmes in Higher Education Institutions, Double Major, Minor and Inter-Institutional Credit Transfer”.
Documents Required for Application
Applications will be made online. The required documents must be scanned and uploaded to the system.
- Current student certificate (e-Devlet or wet-signed document)
- Current certified transcript of grades (e-Devlet or wet-signed document)
- Current certified curriculum and course contents
- Current document stating that you have not received a disciplinary penalty (e-Devlet or wet-signed document)
- ÖSYM exam result document for the year of the exam taken
- Detailed ÖSYM exam result document for the year of the exam taken
- High school graduation certificate (e-Devlet)
- Certificate of success from the preparatory class and/or equivalent foreign language exams
( Note: ” This document is mandatory for the Civil Engineering, Electrical and Electronics Engineering, Computer Engineering, Software Engineering, Political Science and International Relations, International Trade and Logistics, Aerospace Engineering and English Language Teaching departments! “)
General Principles
- Lateral transfer may be made, within the quotas determined by the relevant board, to equivalent-level diploma programmes within a faculty, college, conservatoire or vocational school itself, or within another faculty, college, conservatoire or vocational school of the same university.
- The semesters and diploma programmes for which an intra-institutional lateral transfer quota will be set are decided by the relevant boards, starting from the second semester and up to and including the fifth semester for each diploma programme, so as not to exceed fifteen percent of the student quota stipulated in the ÖSYM Guide for each year in which a quota is announced. Students studying under a scholarship quota in a programme of a foundation university are deemed to have waived their scholarships when they make a lateral transfer. In determining the intra-institutional transfer quota of higher education institutions that have a transfer to a diploma programme after a common programme, the quotas determined by the senate for these diploma programmes are taken as the basis.
- The transfer of candidates placed in a common programme with one score type to diploma programmes within the same higher education institution that admit students with a different score type is made in accordance with the intra-institutional lateral transfer provisions of this Regulation.
- In order to apply for lateral transfer between diploma programmes within the university at the same level but admitting students with different central placement score types, the requirement is that the student’s central placement score, in the score type valid for the diploma programme to which they wish to transfer as of the year they took the central examination, must not be lower than the lowest base score of the equivalent diploma programmes of other universities in Türkiye.
- For intra-institutional lateral transfer at our University, the grade point average of the student for the semesters completed in the diploma programme in which they are enrolled (2.50 out of 4) is determined by the senate.
- Primary and reserve candidates are determined by the senate in line with the announced quota. Reserve candidates are accepted for registration in place of primary candidates who do not come to register within the registration dates set in the calendar.
Evaluation of Applications
- Applications will be evaluated by the boards of the relevant units.
- Accepted applications will be announced at www.hku.edu.tr.
