GENERAL PRINCIPLES AND IMPLEMENTATION RULES

  1. LATERAL TRANSFER

1) They must have taken the ÖSYS/YKS in their year of enrolment, and

a- For programmes requiring a success ranking in the ÖSYS/YKS, they must meet the ranking requirement;

b- For fields in which no success ranking is required in the ÖSYS/YKS, they must have the lowest base score of equivalent diploma programmes in Türkiye for the relevant year;

c- Those who obtained an associate degree from higher education institutions in our country and enrolled in undergraduate programmes of higher education institutions abroad by having it credited must also meet the above requirements;

they are required to satisfy these conditions.

2) Students who came to our country from Ukraine, including those who applied to a programme in Ukraine and studied in the preparatory class required for that programme, may also apply for lateral transfer to associate degree programmes, provided that they meet the YGS/TYT scores of the year in which they enrolled in the relevant higher education programme and the base score of the vocational school programme for that year.

3) Turkish and foreign students who enrolled in a diploma programme in Ukraine with the result of an international exam (SAT1, ACT, Abitur, French Baccalaureate, GCE A Level Certificate, International Baccalaureate (IB), Austrian Matura Diploma (Matura Reifezeugnis), Italian Maturita Diploma (Diploma di Maturita)) must meet the minimum international exam score requirement accepted in the relevant year by the university to which they apply for the programme they will transfer to in Türkiye.

4) Students of universities that meet the ranking requirement sought in the lists of ranking organisations cited in the ÖSYS/YKS guide for the year of enrolment in the programme in Ukraine may also apply for lateral transfer. For fields other than diploma programmes requiring a success ranking, being in the top one thousand in the lists of ranking organisations cited in the ÖSYS/YKS guide will be required.

5) The quota of each diploma programme in our country to be used for students’ lateral transfer applications will be determined separately by our higher education institutions. The quotas to be determined cannot exceed 40 in total for a diploma programme, regardless of class year, for students who completed their secondary education in our country, and 20 for students who completed all of their secondary education abroad and for foreign national students.

6) In evaluating students’ lateral transfer applications, the score superiority in the national and international exams taken as a basis at the time of their enrolment will be taken into account.

7) Higher education institutions will evaluate, on a programme basis and through adaptation commissions, the courses and credits that students who have gained the right to be placed through lateral transfer took at higher education institutions in Ukraine, and will place them in the relevant class years. In diploma programmes related to the exercise of a profession (medicine, dentistry, pharmacy, veterinary medicine, nursing and other health programmes with clinical practice, engineering, architecture, teaching and law), the theoretical/practical course outcomes and competencies of the class years and sub-class years to which the student will be adapted will be determined separately by higher education institutions through measurement and assessment, and the student will be placed in the appropriate class years through student adaptation commissions.

8) If there is no equivalent in our country of the diploma programme the students studied in Ukraine, the course outcomes and contents of the relevant programme will be evaluated within the framework of the university’s current legislation, and, in line with the students’ requests, they may be placed in the closest diploma programme through adaptation commissions.

9) Students who enrolled in a recognised higher education institution in Ukraine in or before the fall semester of the 2021-2022 academic year and who meet the above conditions must apply to the relevant higher education institutions, together with the documents required for lateral transfer, by the end of working hours on Friday, 11-15 April 2022.

Higher education institutions will evaluate the lateral transfer applications and announce the results on their websites by the end of working hours on 20.04.2022, together with reserve candidates amounting to half of the announced quota. The enrolment of principal candidates will be completed by the end of working hours on 21-22 April 2022. If any quota remains vacant, the reserve candidate list will be announced on the websites of higher education institutions on 23 April 2022, and reserve candidate enrolments will be completed by the end of working hours on Monday, 25 April 2022. Candidates who do not enrol in the relevant programmes on the announced dates, for whatever reason, will be deemed to have waived these rights.

10) Foundation higher education institutions may charge students who transfer laterally to them the tuition fee they have determined for the 2021-2022 academic year.

11) State higher education institutions will charge students who transfer laterally to them the tuition contributions/fees in accordance with the Presidential Decision “On the Determination of the Contributions and Tuition Fees to be Collected from Students as Student Contribution to Current Service Costs at Higher Education Institutions in the 2021-2022 Academic Year”.

12) In order to prevent possible abuse, higher education institutions are obliged to obtain as soon as possible, and to keep ready for audit processes, the documents proving a person’s student status (student certificate, transcript, passport, entry-exit records obtained from the police, etc.) that students should present in their lateral transfer applications but could not present due to extraordinary circumstances.
