Candidates who wish to benefit from the right to continue their studies under Provisional Article 85, added to the Higher Education Law No. 2547 by Article 14 of Law No. 7592 on Amendments to the Higher Education Law and Certain Laws, which entered into force upon publication in the Official Gazette No. 33335 dated 09.08.2026, must apply in accordance with the procedures and within the periods specified below.

Applications will be made via the application link given below or in person. Applications made by post or e-mail and applications with missing documents will not be considered.

Application Period and Start of Studies
For applications to be considered valid, candidates must complete the application process within the specified periods and upload all information and documents required for the application to the system in full.
Candidates who wish to benefit from Provisional Article 85, added to the Higher Education Law No. 2547 by Article 14 of Law No. 7592 on Amendments to the Higher Education Law and Certain Laws, which entered into force upon publication in the Official Gazette No. 33335 dated 09.08.2026, must apply within four months of the date on which this article entered into force.
Candidates who apply by the end of working hours on 16.10.2026 and whose applications are found suitable may start their studies in the Fall semester of the 2026-2027 academic year, within the framework of the specified procedures and principles. Candidates who apply after 16.10.2026 and whose applications are found suitable may start their studies in the Spring semester of the 2026-2027 academic year.
Application Periods in Special Circumstances
–Those who are performing military service on the date the Law entered into force may benefit from the rights provided for in Provisional Article 85 if they apply within two months following their discharge date.
-Those who were unable to apply within the application period specified in Provisional Article 85 due to force majeure (natural disaster, accident, death of a close family member, transport becoming practically impossible, restrictions imposed by public authorities, military service procedures, delays in visa or entry procedures not attributable to the student, technical failures arising from the registration system) may benefit from the provisions of the Law if they apply within one month of the date on which the force majeure ceased.
-Those who were unable to apply within the period for health reasons must submit a medical board report showing their condition by the end of working hours on 09.12.2026.
In accordance with the Implementation Principles determined by the Council of Higher Education, those who fall within the exceptions listed below cannot benefit from the provisions of Law No. 7592.
- Those convicted of terrorism offences under the Anti-Terror Law No. 3713 dated 12.04.1991, terrorism offences under the Turkish Penal Code No. 5237 dated 26.09.2004, or the offences of intentional killing (Articles 81, 82 and 83), torture (Articles 94 and 95), cruelty (Article 96), sexual assault (Article 102), sexual abuse of children (Article 103), or manufacture and trafficking of narcotic or stimulant substances (Article 188),
- Those whose registration was cancelled due to a forged document,
- Those who submitted a forged document during registration,
- Those who were dismissed from the institution due to the offences set out in Article 71 of Law No. 5846, or due to membership of, affiliation or connection with, or contact with terrorist organisations or structures, formations or groups determined by the National Security Council to be engaged in activities against the national security of the State.
- Those who were dismissed from the school on the grounds that they enrolled by legally invalid means.

A Turkish proficiency certificate is not required from candidates who graduated from Turkish high schools affiliated with the Ministry of National Education of the Republic of Türkiye. | |
Transfer Procedures
- Students who re-enrol in the higher education institution they left by benefiting from Provisional Article 85 of the Higher Education Law No. 2547 may apply for a transfer if they meet the specified conditions.
- Transfer applications for associate degree and undergraduate programmes will be made in person. Applications made by post or e-mail and applications with missing documents will not be considered.
